Dr. Ziaul Abedin

Dr. Ziaul Abedin currently serves as Additional Secretary, Budget-1 and National Program Director (NPD), Strengthening Public Financial Management Program to Enable Service Delivery (SPFMS), Finance Division,  Ministry of Finance. Prior to assuming this role, he worked as Additional Secretary in the Macroeconomic Forecasting and Policy Branch of the Finance Division, where he contributed significantly to shaping fiscal and economic strategies.
A dedicated economist by training and profession, Dr. Abedin holds a bachelor’s degree in economics from Aligarh Muslim University, India, and a master’s degree in economics from the University of Dhaka. With a keen pursuit of academic excellence, he went on to earn his Ph.D. in economics from Shiga University, Japan, under the prestigious Monbukagakusho scholarship of the Government of Japan.
Dr. Abedin belongs to the 18th Bangladesh Civil Service (BCS) batch. Over the course of more than 24 years of distinguished service to the nation, he has held a variety of important positions, including Debt Management Specialist of the DMTBF Project (funded by the World Bank), Director at the Ministry of Foreign Affairs, and Joint Secretary at the Economic Relations Division of the Ministry of Finance. His early professional journey also included work as a lending risk analyst at a reputed commercial bank in Bangladesh, which enriched his understanding of financial systems from both the public and private sectors.
Throughout his career, Dr. Abedin has participated in numerous specialized trainings and professional programs, both at home and abroad, with a strong focus on public financial management. His dedication, depth of expertise, and commitment to public service reflect a lifelong devotion to advancing Bangladesh’s economic governance and fiscal discipline.
