Development of the Independent Performance Evaluation Guideline
The Finance Division developed and approved the Independent Performance Evaluation Guideline (IPEG) to assess the financial, operational, institutional and governance performance of State-owned Enterprises and Autonomous Bodies. The guideline introduced a standardized and evidence-based evaluation framework covering profitability, liquidity, operational efficiency, service delivery, governance, accounting compliance and financial sustainability. |

Completion of Independent Performance Evaluations
Independent Performance Evaluation reports were prepared and published for 10 SOEs and Autonomous Bodies in the initial phase and subsequently expanded to 30 entities. The evaluations identified financial, operational and governance weaknesses and provided practical recommendations for improving institutional performance, accountability and long-term sustainability.

Formation of Evaluation Research Teams
Three specialized Evaluation Research Teams were formed to carry out independent assessments of SOEs and Autonomous Bodies. The teams collected and verified institutional data, analyzed financial statements and operational information, assessed performance against approved indicators and prepared entity-specific evaluation reports and recommendations.

Establishment of the Independent Performance Evaluation Committee
A 13-member Independent Performance Evaluation Committee, comprising experts and senior professionals, was established to oversee the evaluation process. The committee reviewed draft evaluation reports, examined assessment scores, ensured the quality and consistency of findings and guided the finalization of Independent Performance Evaluation reports.

Preparation of Performance Improvement Strategies
Based on the findings of the independent evaluations, Performance Improvement Strategy reports were prepared for four low-performing SOEs. The strategies were approved by the Finance Division and uploaded online. They include immediate, short-, medium- and long-term measures covering cost reduction, revenue enhancement, debt management, operational efficiency, governance, financial reporting and service delivery.

Development of Debt and Contingent Liability Procedures
The Finance Division developed and issued the Procedure to Regulate Debt and Contingent Liabilities of SOEs and Autonomous Bodies. The procedure provides standardized methods and templates for identifying, recording, consolidating and reporting domestic and external loans, government guarantees, arrears, inter-entity liabilities, quasi-fiscal obligations and other potential fiscal exposures.

Expansion of Debt and Contingent Liability Assessments
Debt and Contingent Liability statements were initially prepared for 50 SOEs and Autonomous Bodies and later expanded to 122 organizations. The assessments provide both aggregate and entity-specific information on debt exposure, government guarantees, contingent obligations and potential claims on the national budget.

Strengthening of Fiscal-Risk Monitoring
The regular preparation of Debt and Contingent Liability statements has strengthened the government’s ability to identify and monitor fiscal risks arising from SOEs and Autonomous Bodies. The reports enable the Finance Division to detect financially vulnerable entities, assess possible future budgetary pressures and take early corrective or risk-mitigation measures.

Online Publication of Audited Financial Statements
The scheme significantly expanded the online disclosure of Audited Financial Statements of SOEs and Autonomous Bodies. Audited accounts of 123 entities were published in one reporting cycle, while the number increased to 138 entities in subsequent years, exceeding the original target of 100 organizations.

Use of Audited Accounts for Performance and Risk Analysis
Audited Financial Statements have become a core source of information for Independent Performance Evaluations, Debt and Contingent Liability assessments, financial-ratio analysis and the preparation of Performance Improvement Strategies. This has helped connect financial disclosure with institutional performance management and fiscal-risk oversight.

Issuance of the PPE and Other Assets Manual
The Finance Division developed and issued the Policy and Procedures Manual on Property, Plant, Equipment and Other Assets for SOEs and Autonomous Bodies. The manual provides standardized guidance on asset recognition, classification, valuation, depreciation, impairment, revaluation, physical verification, transfer, disposal and accounting treatment.

Preparation of Fixed Asset Registers
Ten Fixed Asset Registers (FARs) have been prepared in accordance with the approved PPE Manual, establishing standardized asset records that strengthen asset management, improve transparency and accountability, and support accurate reporting and informed decision-making in the participating SOEs.

Development and Operationalization of SABRE+
The scheme developed and operationalized the SABRE+ digital database as an integrated platform for collecting, processing and analyzing information on SOEs and Autonomous Bodies. The system covers budget data, Debt and Contingent Liabilities, Independent Performance Evaluation, organizational information, manpower and other institutional records.

Digitalization of the SOE Budget Process
The budget preparation and reporting process of 121 SOEs and Autonomous Bodies was completed through the new SABRE+ system. The system enables standardized digital submission, validation, review, consolidation and comparison of budget information, reducing dependence on paper-based and fragmented reporting.

Capacity Development of Government and SOE Officials
A large number of training programs, workshops and Training of Trainers sessions were conducted for officials of the Finance Division, line ministries, SOEs and Autonomous Bodies. The programs covered financial-statement analysis, debt reporting, fiscal-risk assessment, performance evaluation, asset management, accounting standards and operation of the SABRE+ system.

Strengthening Transparency, Accountability and Evidence-based Governance
Through the combined use of Audited Financial Statements, Debt and Contingent Liability reports, Independent Performance Evaluations, Performance Improvement Strategies, the PPE Manual and SABRE+, the scheme has created a more transparent, accountable and evidence-based SOE governance system. These reforms have strengthened public disclosure, improved institutional oversight, supported early identification of fiscal risks and provided the Finance Division with better information for policy and budget decisions.
