Improvement of Public Financial Services Delivery through Implementation of BACS and iBAS++

iBAS++ Coverage
iBAS++ currently covers 1,08,598 government offices with 3,50,000 registered users, supported by 4,405 budget preparation officers. On the operational side, the system manages 498 cost centers, 732 pay points, and extends its reach to 51 foreign missions, along with 176 autonomous bodies operating under PL accounts. In terms of financial management, iBAS++ oversees 1,28,000 vendors and suppliers while managing 30,000 DDOs, reflecting its vast scale as the backbone of Bangladesh's public financial management infrastructure.

 

Budget and Accounting Classification System (BACS)
The Government of Bangladesh adopted the new Budget and Accounting Classification System in 2018 as a major public financial management reform. BACS provides a common classification framework for budget
preparation, budget execution, accounting and financial reporting across ministries, divisions, departments and other government institutions. The 56‑digit, 9‑segment classification (Organization, Operation, Fund, Economic, Mode of Financing, Geographic Location, Authorization, COFOG, and Budget Sector) enables granular tracking from budget formulation to execution. BACS is the data DNA of public financial management of Bangladesh.

 

A-Challan System-An Automated System to Collect Revenue
Automated Challan (A-challan) system has been introduced to get real-time deposit of revenue/fees in the government treasury. The system covers all 202 types of government revenue and fees — including income tax, VAT, passport fees, and land development tax. In FY 2025–26, it collected BDT 4,14,235 crore, representing around 90% of total national revenue, through internet banking (34 banks), debit/credit cards, mobile financial services, and over-the-counter channels — strengthening cash management and reducing government borrowing costs.

 

Social Security Single Registry (SSSR)
The SSSR establishes a unified beneficiary database for targeted delivery of social safety net programs. In FY 2024–25, with a revised budget of BDT 1,26,731 crore — 17.03% of the national budget and 2.28% of GDP — it covers 31.4 million unique G2P beneficiaries. Through iBAS++, benefits reach citizens across every life stage — from pregnancy and childhood cases and 23.5 million students, to working-age individuals, old-age beneficiaries, pensioners, and social safety net beneficiaries — cementing iBAS++ as the backbone of Bangladesh's welfare delivery infrastructure.

 

Budget preparation and fund release
At present, 4,264 field offices — including those under CGA, CGDF, and Primary Education up to the district level — use the budget preparation module for online submission. All government offices now receive their full budget allocations from the very onset of the fiscal year, enabling immediate utilization of public funds — a dramatic departure from the past when most offices would wait through the entire first quarter, hampering service delivery and expenditure efficiency.

 

Electronic Fund Transfer
iBAS++ has systematically replaced cheque-based payments with EFT across government operations. DDO Other Bill payments have been transitioned to EFT across all CAFOs, 7 DCAs, and all DAFOs. Defense officials and approximately 98% of Bangladesh Railway employees now receive salaries via EFT. Leave encashment payments are also processed through EFT. Most significantly, around 3.26 crore social safety net beneficiaries across 8 Ministries receive allowances directly to bank or mobile accounts through G2P-based EFT.

 

Public Assets Registry (PAR)
The PAR streamlines government asset allocation, utilization, leasing, and disposal — ensuring optimal valuation of public resources. A Climate Vulnerability Index (CVI) has been integrated into PAR's coding structure, reflecting a forward-looking approach to asset management in the context of climate risk. A Public Asset Register has been developed for managing motor vehicles  by linking it with BACS and iBAS++, piloting has been completed in specific MDAs. 

 

Personal Ledger (PL) Account
Since 2019, PL accounts have strengthened the Treasury Single Account (TSA). No cash is transferred to autonomous bodies; they issue payment orders directly against the TSA. Currently, 176 autonomous bodies and 352 projects use this module.

 

Application Programming Interface with other Systems
iBAS++ has established Application Programming Interface with 19 MDAs, for example, NID, ADP Management System, e-GP, e-TDS, e-return, e-passport, birth registration, e-VAT, PEMS, SPBMU MIS, Govt. Accommodation System and so on, 32 Commercial Banks (AB Bank, Agrani Bank, BDBL, DBBL, BRAC and so on) and 6 MFS (Nagad, BKash, Rocket, Upay, Tap, and Okay Walet).

 

iBAS++ security
For maintaining the security of iBAS++ system as per the ISO 27001:2013 security & standards, the iBAS++ system has achieved the ISO (International Organization for Standardization) certification on 5th March 2024 and has also successfully updated the certification to ISO 27001:2022 version. The iBAS++ system is actively working to address all gaps identified in the previous security assessment. Appropriate measures have been taken, including the procurement of essential tools such as Vulnerability Assessment (VA) tools, Privileged Access Management (PAM) solutions, and others to mitigate systematic risks. Additionally, one Information Security Management System (ISMS) policy, one ISMS manual, one Statement of Applicability and 36 related procedures have been updated and approved by the management as ISO 27001:2022.
